Uygulanan demokrasi gerçek değildir, gerçeği nasıl olmalıdır?
Ülkemizde ve diğer ülkelerde uygulanan demokrasi gerçek demokrasi değildir, gerçeğinin nasıl olması gerektiğini görüşlerinize sunmak istiyorum. Demokrasi, gücün ve egemenliğin halkta olduğu, vatandaşların seçtikleri temsilciler aracılığıyla devleti yönettiği sistemdir. Fakat günümüzde halk kendisine uyan partileri desteklemekte, oy çoğunluğu ile yönetime gelen parti inandığı şekilde devleti yönetmektedir. Maalesef muhalefet partilerin destekçileri olan halk yönetime katılamamaktadır. Hükümetin muhalefetin istek ve görüşlerini dikkate alıp, almama özgürlüğü vardır. Neticede hükümet kendi istek ve görüşünü yerine getirmektedir. Halkın bir kısmı yönetime katılamadığı için bu sistem tam ve gerçek demokrasi değildir. Çözüm belkide ülke yönetiminin üniversite gibi olmasıdır. Her bakanlık üniversite profesörleri ve yardımcılarından oluşmalıdır. Profesörlere görev verecek Halk Meclisi olmalıdır. Bu meclis halkın seçtiği muhtar gibi her mahallenin temsilcilerinden oluşmalıdır. Muhtarlar halktan topladıkları istekleri ilgili bakanlığa iletir. Profesörler ve yardımcıları istekleri projelendirerek yönetimin uygulamasına sunar. Her bölümde yeterince öğretim üyesi ve yardımcısı olur. Başlarında kararları uygulayacak bir başkan ve yardımcıları vardır. Halkın isteklerinin makul ve mantıklı olduğunu aynı zamanda, başkanın, yardımcıların, profesörlerin, akademisyenlerin ve muhtarların çalışmalarını denetleyen hakimler grubu olmalıdır. Milli güvenlik ve uluslar arası ilişkiler özel konulardır bu sistem dışındadır. The democracy being practiced is not real; what should real democracy be like?
The democracy practiced in our country and other countries is not true democracy. I would like to present to you my views on what true democracy should be like. Democracy is a system where power and sovereignty reside in the people, and citizens govern the state through their elected representatives. However, today, the people support the parties that suit them, and the party that comes to power with a majority of votes governs the state as it believes. Unfortunately, the people who support the opposition parties cannot participate in the government. The government has the freedom to consider or not consider the wishes and opinions of the opposition. Ultimately, the government fulfills its own wishes and opinions. Since a part of the people cannot participate in the government, this system is not a full and true democracy. Perhaps the solution is for the country’s administration to be like a university. Each ministry should be composed of university professors and their assistants. There should be a People’s Assembly that assigns tasks to the professors. This assembly should consist of representatives from each neighborhood, like the village headmen elected by the people. The village headmen convey the requests they collect from the people to the relevant ministry. The professors and their assistants develop projects based on these requests and present them to the government for implementation. Each department should have enough faculty members and assistants. They should have a president and assistants to implement the decisions. The people’s demands should be reasonable and logical, and at the same time, there should be a group of judges overseeing the work of the president, his deputies, professors, academics, and village heads. National security and international relations are special matters and are outside this system. With God’s permission, I hope that Turkey, the Turkish people, and the Turkish nation can reach the highest level of civilization and become a model for the world. With respect and love, HC
