Kavimler toplanıp millet olur. O zaman, halkın refahı ve mutluluğu için, adaletli bir sistem lazımdır. İşte devlet bu sistemin adıdır.

Bu sistemi millet kuracaktır. Ahlaklı bir milletin kanunları da ahlaklı olacaktır. Bu sistemin insana hizmet etmesi gerekir.. Bu sistemin çalışması için medeni hukuk, ticari hukuk, işletme hukuku gerekir. Parasal işletim ÖNEMLİDİR. Asayiş, askerlik önemlidir. Hukuk bu sistemlerin şemsiyesi olmalıdır.

Bu sistem gerektiğinde, halk için yollar, fabrikalar, santrallar yapacaktır. Bu işler için ve buralarda çalışacak insanlar için paraya ihtiyaç vardır. Bu para devletin memurlarından, üreten halktan, ticaret yapandan toplanacaktır. Gelirine göre, az veya çok. Buna bu gün vergi diyoruz.

Allah bizi, biz devleti yarattık. Allah bizden madden ve manen, ne istiyorsa biz de devletten onu istemeliyiz.

Allah bizim (zekat) vermemizi istiyor. Paramızın bir kısmını yoksullara vermemizi istiyor.. Devlet de parasının bir kısmını yoksullara vermeli. Çünkü devletin malı, halkın malı.
Bir birey nasıl ekonomisinin iyi olması için, her yeni kazancın bir bölümünü, yatırıma, bir bölümünü ihtiyaçlara, bir bölümünü birikime, bir bölümünü de yardımlaşmaya ayırıyorsa, devlet de aynını yapmalı.

Yalnız Devletin yaptığı sosyal yardımlar, elde edilen vergilerle yapılmamalıdır. Halka bu hizmeti fatura edemez. Sosyal hizmetlerin bedellerini kendi işlettiği tarım, sanayi, ticari işletmelerin karlarından karşılayabilir.

Allah bizim (SADAKA) vermemizi istiyor. Gizli veya açık. Devlet de yoksullara, borçlulara, darda olanlara sadaka verebilir. (9/TÖVBE/ 60) Sadaka bugünkü haliyle sokaktaki dilenciye ufak para vermek değildir.

Allah bizim (İNFAK) yapmamızı istiyor. Neyi, diye soranlara, ihtiyacınızdan fazlasını diyor. (2/Bakara/ 219.)
Demek ki Devlet müsriflik yapmamalı, bu paralar sosyal yardımlara gidebilmeli.

Artık çalışma hayatı 1400 sene önceki zaman değildir. Kuran bize düzgün işleyecek bir devletin ruhunu vermektedir
İşte Kuran’ın, insanın nasıl davranmasını göstererek verdiği, devlet düzeni ve bizim istediğimiz devletçilik. Fark var mı?

STATE OF THE QURAN ..
Tribes gather and become a nation. A fair system is then necessary for the welfare and happiness of the people. The state is the name of this system.

The nation will establish this system. The laws of a moral nation will also be moral. This system should serve people.
Civil law, commercial law, business law are required for this system to work. Monetary operation is IMPORTANT. Public order, military service is important. Law should be the umbrella of these systems.

This system will make roads, factories, power plants for the public when necessary. Money is needed for these jobs and for the people who will work there. This money will be collected from government officials, the producing people, the traders. According to his income, more or less. We call this, tax today.

God created us, we created the state. We must want the state whatever Allah wants from us materially and spiritually.

Allah wants us to give (ZEKAT). Allah wants us to give some of our money to the poor. The state should give some of his money to the poor. Because the state is the property of the people.

How to make an individual’s economy, dedicates some of each new earnings to investment, some to needs, some to accumulation and some to help, the state should do the same.
Social benefits provided by the State alone should not be made with the taxes obtained. The public cannot bill this service.

State can cover the costs of social services from the profits of agriculture, industry and commercial enterprises that it operates.

Allah wants us (SADAKA) to give. Confidential or explicit. The state can also give charity to the poor, borrowers, and those who are in shortage. (9/TEVBE/60)
Charity is not giving small money to the beggar on the street as it is today.
God wants from us to (İNFAK- unrequited help -). Allah says, we should give more than you need. to those who ask what we should give. (2 / Baccarat / 219.)
So the State should not waste from tax money, these money should be able to go to social benefits.

Working life is no same 1400 years ago. The Qur’an gives us the spirit of a properly functioning state.
